Academic Merit Tuition Waiver
Academic Scholars Scholarship
RSC receives funding from the Oklahoma State Regents for Higher Ed to nominate and award students. The number of nominees differs each year. To be eligible, an applicant must meet the following.
- Must be a graduating high school or home school senior
- Be an Oklahoma resident and US Citizen
- Meet one of the following requirements to be an institutional nominee
- 29 ACT or higher
- 3.7 GPA and rank #1 or #2 class
- 3.7 GPA and 26 ACT or SAT Equivalent
Academic Scholars Tuition Waiver
As an Academic Scholar, recipients receive a full tuition waiver per semester. The amount of tuition waived depends on the number of credit hours enrolled per semester.
Alice Cannon McWaters Scholarship
This endowed scholarship was established in 1995 by Frances Cannon to honor charter Humanities Division faculty member Alice Cannon McWaters. Ms. McWaters completed 31 years as a faculty member at the College. The first award was made in the fall 1999 semester.
Alumni Legacy Tuition Waiver
April Primo Social Science Scholarship
April Primo,a graduate of Rose State College and wife of Vice President of Information Technology John Primo, passed away in 2004. This scholarship was established by her family in honor of her memory so that others might receive an education.
ARPA Nursing Student Scholarship
Rose State College has received funding to assist incoming nursing students who have been accepted to the nursing program.
BancFirst Scholarship
The most qualified applicants for the BancFirst Scholarship will be Oklahoma residents who attended Carl Albert, Midwest City, or Del City high school and graduate with a 3.00 or higher high school GPA.
Recipients of this scholarship will also be required to participant in the Rose State College President's Leadership Class. As a member of the President's Leadership Class, you will be invited to participate in activities throughout the year.
Betty J.C. Wright Servant Leadership Scholarship
This scholarship was established in memory of Regent Betty J.C. Wright. Betty J.C. Wright has been involved in education in some form her entire life. She devoted 34 years as a public school teacher, 27 years as a Rose State College Regent, and served 20 years on the Oklahoma Foundation for Excellence Board. She co-founded the Oklahoma Student Invention Exposition and served as Regional State Coordinator for the Association of Community College Trustees.
Regent Wright won numerous awards such as the George Washington Medal of Honor, the National Presidential Award for Math and Science Teaching, the Oklahoma City Teacher of the Year, the ACCT Western Region Trustee Award, and the Dr. Martin Luther King Lifetime Achievement Award from the State of Florida. She was inducted into the Oklahoma Educators Hall of Fame in 2015. This is one of several scholarships selected to be included in the Rose State College Leadership program.
Boeing Company Scholarship
The Boeing Company Scholarship is supported through generous donations from the company for 2nd year Aerospace Mechanical Engineer students.
Business Division Community Scholarship
The Business Division Community Scholarship was established by a retired Rose State College professor, Peter van der Goes. Professor van der Goes and Mr. Garry Cannon have continued to contribute to this scholarship in order to make a college education more obtainable for a qualified candidate seeking an Associate of Science degree in the Business and Information Technology division.
Business Division Faculty/Staff Scholarship
The faculty and staff of the Business and Information Technology Division took the initiative many years ago to establish the first division scholarship. This particular scholarship is designed to assist a student who has completed at least 24 college credit hours with a minimum of 12 college credit hours from Rose State College. Faculty and Staff continue to support division scholarships.

Charles and Lola Howard Scholarship
The Charles and Lola Howard Scholarship was established in 2000 by Gladys Emily Howard VanSant in memory of her parents. Mr. and Mrs. Howard were one of the pioneer families in the Mid-Del area and were involved in the development of the Sooner community. This is one of several scholarships selected to be included in the Rose State College President's Leadership program.
Clarence and Nancy Weisang Business Scholarship
The Clarence and Nancy Weisang Business Scholarship was established by the Phillip and Leonah Hein family; including their children, Linda, Matthew, Benjamin and Leslie along with their respective families. The Hein family set up this scholarship in loving memory of Clarence and Nancy Weisang, who with no children of their own, spent endless hours playing in the yard with the children of their friends and neighbors. By establishing this scholarship, the Hein's hope the legacy of caring for the children of friends and families by Mr. and Mrs. Weisang continues through educational assistance.
Classified Staff Association Scholarship
The Rose State College Classified Staff Association established a scholarship fund through money raised by Association projects. Individuals contribute to the fund on a regular basis, and the Association endowed the fund in 2007. Currently, two scholarships are awarded each semester. Preference is given to RSC employees and their relatives who are degree seeking.
Craft Designers Association Scholarship
Members of the Craft Designers Association of Midwest City established this scholarship in 2005 to assist students majoring in art.
Dan Points Tomorrow's HealthCare Scholarship
Criteria:
- 2.5 GPA
- Enrolled in at least 6 credit hours
- Financial need
- Must be admitted to RSC Health Science program
David and Jo Anne Fox Scholarship
David and Jo Anne Fox have been long-time members of the Rose State College Foundation. Mr. Fox is a descendant of one of the first families in the area and has been involved in recording and maintaining some of the history of the Sooner community. Mr. & Mrs. Fox established this scholarship to perpetuate their belief in the importance of education to the citizens of this community. This is one of several scholarships selected to be included in the President's Leadership Class.

This scholarship was named in honor of former Rose State College President, Dr. Jim Cook. This is a Health Sciences Division General Scholarship partially supported through generous donations from faculty and staff members within the Health Sciences Division.
Dr. Jim Cook Scholarship
President Emeritus, Dr. James Cook, presided over Rose State College during 2000-2006. He initiated the President’s Leadership Class Scholarship program and continues to support Rose State College through his time and resources. Recipients of this scholarship will also be required to participant in the Rose State College President's Leadership Class. As a PLC Scholar, you will be invited to participate in activities throughout the year.
Dr. Joe Leone Family Scholarship
This scholarship was established November 21, 2005, in memory of Stephen and Mikele Leone by their parents Dr. Bette Leone and Dr. Joe Leone, former President of Rose State College. This is one of several scholarships selected to be included in the Rose State College Leadership program.
Dr. Terry Britton Scholarship
Former President, Dr. Terry Britton, presided over Rose State College after Dr. Cook’s retirement and continued the effort in providing leadership opportunities in the President's Leadership Class along with the initiation of many other Leadership Scholarships. Dr. Britton has always been a strong financial supporter of these leadership scholarships that meant so much to him.
Elizabeth DeCarlo Memorial Scholarship
The Elizabeth J. DeCarlo Memorial Scholarship was established in 1991 by Leonard J. DeCarlo, M.D., to honor his late wife, Betty DeCarlo. Betty attended Oscar Rose Junior College, graduating in 1981 with an Associate in Arts degree with a major in political science and prelaw. This is one of several scholarships selected to be included in the Rose State College Leadership program.

Erma Jean Newman Nursing Scholarship
The Erma Jean Newman Nursing Scholarship was endowed by her brother, Lloyd Eisenhour, in honor of dedication to her work as the Rose State College Director of Diatec Technology. Erma Jean Eisenhour-Newman served the College from August 1975 until her death in September 1980. Individuals who are formally admitted to the RSC Nursing Science Program are eligible to apply for this scholarship.
Faculty Memorial Scholarship
The Rose State College Faculty Association established a scholarship fund in memory of their colleagues who died while in service to the College. Money has consistently been added to the fund from faculty and from the Association. One scholarship is awarded each semester to a returning Rose State College student.

FNB Community Bank Scholarship
FNB Community Bank and the Croak family have served Rose State College for many years. Through their leadership and financial support through fundraising efforts, the Croak family has made an impact in the scholarship support they have provided and will continue to provide the College for years to come.
Recipients of this scholarship will also be required to participant in the Rose State College President's Leadership Class Leadership Program. As a member of the President's Leadership Class, you will be invited to participate in activities throughout the year.
Frances White Hughes Scholars
Available to students majoring in one of the fine arts, arts management, or art librarian areas. To qualify for this scholarship you must major in one of the following: Art, Library Technical Assistant (Emphasis in fine arts), Photography, Music, Film Studies & Digital Media, or Theatre. The Frances White Hughes Scholars program is funded by a gift from the estate of former Rose State College Regent, Dr. Frances White Hughes.
- Requires each member to complete 90 hours as an intern as directed by a Fine Arts professor-mentor for the member's program of study.
- Requires each member to complete an approved business course each semester.
Those chosen to be a part of the Frances White Hughes Scholars program:
- Have earned and maintained a minimum 2.5 cumulative GPA (high school or college).
- Enroll in at least 12 credit hours per semester at Rose State College.
10 students per year are awarded the Frances White Hughes Scholars scholarship which includes $3,500 per semester and may be used toward tuition, fees, books, approved supplies, and housing, if applicable.
Freedom Freeway Regents Scholarship
The most qualified applicants for the Freedom Freeway Regents Scholarship will be Oklahoma residents who attended Carl Albert, Midwest City, or Del City high school and graduate with a 3.00 or higher high school GPA. Recipients of this scholarship will also be required to participant in the Rose State College President's Leadership Class. As a member of the President's Leadership Class, you will be invited to participate in activities throughout the year.
Gary and Linda Banz moved to Midwest City in 1985. Gary was a teacher and coach at Midwest City High School until his retirement from public education in 1998. Gary served as a Regent at Rose State College and in 2004 was elected to the Oklahoma House of Representatives from House District 101. He termed out in 2016. Gary was a member of the Rotary Club of Midwest City. From 2010 to 2016 Banz and his wife provided leadership for twenty-four Oklahoma Honor Flights that took 2,055 World War II and Korean War veterans to Washington, DC. In 2017 Banz led the team that completed restoration of the C-47 Skytrain which was added to the Midwest City Veterans Memorial.
G.L. "Shep" Sheppard Memorial Scholarship
The G.L. “Shep” Sheppard Memorial Scholarship was established March 28, 2008, in memory of G.L. “Shep” Sheppard, husband of long-time Rose State College employee Gerry G. Sheppard. The scholarship continues to be supported by generous donations from many Rose State College Operations staff members.

J.R. “Bob” Hoover Scholarship
Faculty and friends established the J.R. “Bob” Hoover scholarship in memory of long-time chemistry professor Bob Hoover. Professor Hoover’s family, friends and current faculty members in the Engineering and Science Division continue to support the scholarship in Bob Hoover’s memory.
James Robert Kalsu Family Scholarship
The best candidate for this scholarship would be a Dental Hygiene major, at least a 3.0 gpa or higher, and demonstrates financial need.
Joe and LaFern Barnes Scholarship
Joe B. Barnes, former Rose State College Regent and Foundation Trustee, established this scholarship as the “LaFern Barnes Scholarship” to be awarded to a Carl Albert High School graduate as a tribute to his wife, LaFern Barnes. After Mr. Barnes passed away in 2013, his name was added to the name of the scholarship as a tribute to what both Mr. and Mrs. Barnes have meant to Rose State College and the surrounding community. This is one of several scholarships selected to be included in the Rose State College Leadership program.
Joe W. Davis Memorial Scholarship
The Joe Davis Memorial Scholarship was set up in loving memory of Joe W. Davis. Mr. Davis served as a Foundation Trustee for several years and as Chairman of the Board of Trustees from 1998-2000. Mr. Davis and his wife, Eugenia, were both very active in the community before he passed away in 2011 and were recognized as one of the first Rose State College Tower Award Recipients in appreciation of their service to the College and community. Mr. Davis’ family continues to support the Foundation through their time and resources. Eugenia Davis currently serves the College as a member of the Foundation’s Board of Governors while their daughter, Lucinda Mikeman, is the Executive Director of the Foundation and Resource Development at Rose State College.
Recipients of this scholarship will also be required to participate in the Rose State College Leadership Program. As a member of the President's Leadership Class, you will be invited to participate in activities throughout the year.

Judge Allen & Cindy Welch Paralegal Scholarship
Cindy and Allen Welch are graduates of the University of Oklahoma College of Law. Allen Welch is a graduate of Rose State College. Judge Welch retired after eighteen years of service on the bench in Oklahoma County. He took the first step on his professional journey when he enrolled in one summer school class at Rose State. Cindy and Allen Welch had to work part-time and full-time throughout their academic careers, and had to put school on pause periodically for a semester or a year and concentrate on income. They therefore have empathy and appreciation for students working their way through school. They are honored to endow this scholarship to partially enable the recipients of this scholarship.
Ken and JoAnn Bartlett Scholarship
Ken Bartlett served as a Rose State College Regent from 2001 through 2010. He and his wife, JoAnn have supported Rose State College and the RSC Foundation for many years. As strong community leaders in the Mid-Del area, the Bartlett's have continued to support many organizations, and in 2018, they established an endowed scholarship to support second year students. Ken Bartlett continues to serve the College as a member of the Rose State College Foundation Board of Governors.
Recipients of this scholarship will also be required to participate in the Rose State College Leadership Program. As a President's Leadership Class (PLC) Scholar, you will be invited to participate in activities throughout the year.

This scholarship was named in honor of former Rose State College President, Dr. Larry Nutter and his wife, Jean. The scholarship is partially supported through generous donations from faculty and staff members within Health Sciences Division.

LAS - Social Science Tuition Waiver
Students majoring in one of the Social Science degree programs will be considered for this scholarship. Other fees, supplies, and books are not covered. This scholarship will waive up to 12 credit hours of tuition per semester(s) awarded.
Leadership MWC Social Science Scholarship
The Leadership MWC Scholarship was started by the Leadership MWC Class of 2014. The Leadership MWC classes had been known to make small donations each year toward Rose State College Foundation Scholarships in the past but this particular class decided to make a commitment to begin and then continue to support a named scholarship for the Oklahoma Reach Higher Degree offered. Leadership MWC class members feel strongly that it is never too late to "finish what you start" and get a degree at Rose State College.
Lt. Vernon R. Butler U.S. Navy Memorial Scholarship
Established by the Military Officers Association in 2007, this scholarship is to be awarded to a military dependent in memory of the many years of service provided by Lt. Butler in the Navy followed by his commitment to sailors and Marines through his retirement.
M. Joe Crosthwait STEAM Scholarship
Joe has always remained humble and thankful to those who helped him along the way. It is due to assistance from others that Joe wants to aid future generations' ability to obtain a higher education with the hope that one day the recipient will be in a position to help others as well.
Marie Jordan Scholarship
Marie Jordan is a former Regent of Rose State College and currently serves on the Rose State College Foundation Board of Governors. Marie Jordan and her former husband, Tom Jordan, established this scholarship in recognition of the financial needs of students who are single parents. Tom and Marie Jordan have both been supporters of the Rose State College Foundation since its inception in 1977.

Melanie Marie Eisenhour Salter Memorial Scholarship
This scholarship was established in 2014 in memory of Melanie Marie Eisenhour-Salter, daughter of Lloyd and Glenda Eisenhour. Mr. and Mrs. Eisenhour are leaders in the community and have shown their support of higher education at Rose State College through the establishment of two endowed scholarships. Honoring Mr. Eisenhour’s sister, Erma Jean Newman with a Health Science scholarship and then with this General scholarship in memory of their beloved daughter, Melanie Marie. Recipients of this scholarship will also be required to participate in the Rose State College President's Leadership Program. As a member of the President's Leadership Program, you will be invited to participate in activities throughout the year.
Michael and Jennifer Driskill TRIO Scholarship
The Michael and Jennifer Driskill TRIO Scholarship will be given to a 2nd year student in the TRIO Student Support Services Program. Mike Driskill is a veteran and was a long time, respected employee at Rose State College. He is now retired and Mike and his wife, Jennifer wants to help a deserving student.
Mildred Fisher Scholarship
The Mildred Fisher Scholarship is to be awarded to a female, engineering major, with at least a 3.0 gpa and has completed at least 18 credit hours of college.
Nat'l Board for Respiratory Care Scholarship
The National Board for Respiratory Care (NBRC) has donated funding for scholarships to the respiratory program for the
fall 2024 and spring 2025 semesters.
Non-Traditional Tuition Waiver
Parker-Tinker-Wells-Hughes Scholarship
Dr. Frances W. Hughes, former Rose State College Regent, established this scholarship to encourage students in pursuit of degrees that combine business and the fine arts. Dr. Hughes is a member of both the Chamberlain P. Parker family of Oklahoma and the Tinker-Wells family of Louisiana. Desiring to preserve and perpetuate the memories and traditions of both families, as well as of her late husband, Bernard Hughes, Dr. Hughes established this scholarship.
PASA Scholarship
The Rose State College Professional/Administrative Staff Association (PASA) established this scholarship in 1994 through member dues. In recent years the scholarship fund has grown through the efforts of PASA members and the community participating in fundraising efforts, including the PASA Golf Tournament.
Perry McMahon Scholarship
The Perry McMahon Scholarship will be given to a Del City High School Graduate with a 2.5 or higher high school gpa, and a Journalism major.
PLC College Funded Scholarship
In addtion to a President's Leadership Class Tuition Waiver, students receive additional funding to help with fees, books, and housing cost, if applicable. This funding is provided by Rose State College.
PLC Foundation Scholarship
Recipients of this scholarship will also be required to participant in the Rose State College President's Leadership Class Leadership Program. As a PLC Scholar, you will be invited to participate in activities throughout the year. This funding is provided by the Rose State College Foundation.
President's Leadership Class Tuition Waiver
The PLC tuition waiver scholarship includes a tuition waiver up to 16 credit hours per semester.
Recipients of this are required to participant in the Rose State College President's Leadership Class Leadership Program. You will be expected to participate in various activities throughout the year. First year recipients are expected to include the Lessons in Leadership class as part of their fall schedule.
Psychology Student Scholarship
The Psychology Student Scholarship that was originally established through donations of Psychology department faculty members to award to Psychology majors. Since then, the Foundation has established scholarships for each of the divisions that are funded through monthly donations of faculty and staff members.
R.J. Long Memorial Scholarship
On April 24, 2023, R.J. Long courageously defended a fellow student at Rose State College, from a gunman, before R.J. died, he fought with superhuman determination without a thought for his own life. Lance Corporal, R.J. Long served in the United States Marine Corp. since he graduated high school in 2021, and was pursuing a degree in Christian Apologetics at Rose State. This young man lost his life protecting someone else. He is a true hero.
Randy and Donna Smith Scholarship
Recipients of this scholarship will also be required to participant in the Rose State College Leadership Program. As a President's Leadership Class (PLC) Scholar, you will be invited to participate in activities throughout the year.
Ray & Katherine Hardin Memorial Scholarship
This scholarship was established in 1984 in memory of Katherine Joan Hardin, wife of former Rose State College Regent Ray Hardin. Friends and family established the fund in her memory. Her husband, Ray Hardin, currently serves as a member of the Foundation Board of Governors and continues to develop and fund the scholarship so that it can be awarded annually to a first-time college student.
Recipients of this scholarship will also be required to participant in the Rose State College Presiden'ts Leadership Class. As a member of the President's Leadership Class, you will be invited to participate in activities throughout the year.
Regent Joe Cole Scholarship
The Regent Joe Cole Scholarship was established in 2013 in honor of the many years of service Joe Cole has provided Rose State College through his leadership and generous donations to the College. Joe Cole, a retired RSC Regent, continues to serve as a member of the Foundation Board of Governors. The most qualified applicants will be Oklahoma residents who graduate with a 3.00 or higher high school GPA. Recipients of this scholarship will also be required to participant in the Rose State College President's Leadership Class.

Robert and Linda Croak Scholarship
Robert Croak served as a Rose State College Regent until June 2014. He and his wife, Linda, have supported Rose State College and the Foundation for many years. As a former Regent, when Robert Croak began his journey into semi-retirement, his family and FNB Community bank decided to honor him and Linda by supporting an endowed scholarship in their name. Robert Croak continues to serve the College as a member of the Rose State College Board of Governors. Recipients of this scholarship will also be required to participant in the Rose State College Leadership Program.

The recipient of this scholarship must be admitted to a Rose State College Health Sciences Division Program.

The Senior Physicians/Dr. Lee Ison AND Dr. Felix Kay Nursing Scholarship was established to honor senior physicians Dr. Lee Ison and Dr. Felix Kay, who have dedicated their lives to providing extraordinary care for patients and families in the Midwest City community.
Sooner State Bank Scholarship
The Sooner State Bank scholarship is for first-time students entering Rose State College. Qualified applicants to be considered are Oklahoma residents who graduate from Carl Albert High School, Choctaw High School or Star Spencer high school and who have a 2.50 or higher high school GPA. Recipients of this scholarship are members of the the Rose State College President's Leadership Class. As a member of the President's Leadership Class, you will be invited to participate in activities throughout the year.

The Stacy Messinger Scholarship honors former Rose State College Humanities Professor Stacy Messinger. Established by Messinger’s mother in 2005, the scholarship benefits students in the Humanities Division.

Susan Loveless Memorial Scholarship
Established by the Foundation Trustees to honor former Rose State College Foundation Executive Director, Susan C. Loveless. Susan’s passion for the College is still evident in the relationships she built within the community. Susan and her husband, Phillip Loveless, were both retirees of the College. This is one of several scholarships selected to be included in the Rose State College President's Leadership Class.
Susan Whitson-Rogers Business Division Scholarship
Due to appreciation for Sue Rogers and her commitment to the Rose State College Foundation, this Business Division General Scholarship was named after Trustee Rogers upon her recognition as a Tower Award recipient in 2011. She has since made the commitment to financially support the scholarship through her own donations. Trustee Rogers has been with the Foundation for many years and serves as the Foundation Treasurer. She is very active in the business community and owns both a Tax Accounting Service and a Tag Agency in Del City.
Terry and Kay Britton Humanities Scholarship
The Terry and Kay Britton Humanities Scholarship was established through generous donations from Dr. and Mrs. Britton, community members, and many Rose State College employees in honor of the retirement of President Britton. Dr. Terry Britton honorably served Rose State College for over 40 years. Kay Britton served as a former RSC faculty member and as a wonderful hostess during many college events. Through this scholarship, the Britton’s wish to assist a single mother in her goal of completing her college education.
Tinker Federal Credit Union Civic Leaders Scholarship
Thanks to an annual financial commitment from Tinker Federal Credit Union, Rose State College created the Tinker Federal Civic Leaders Program. This is the first RSC program focused on Tinker Air Force Base military dependents as well as the adult student population in Eastern Oklahoma County. The Tinker Federal Civic Leaders Program is an intense leadership development program that includes character training, communication skills, teamwork, and much more. Ten scholarships are available for Tinker Air Force Base military spouses between the E-1 and E-6, and ten scholarships are available for adults in Eastern Oklahoma County ages 24 and older.

Union Ladies Aid Society of Sooner (Helen & Furman Fox) Scholarship
Since inception in 1906, the object of the Union Ladies Aid Society of Sooner (ULASS) organization was to further religious, social, and educational benefits. After a fire destroyed the old church building in 1972, a scholarship fund was established with the proceeds from the sale of the land to provide funding to high school graduates. This scholarship is funded in honor of family members of some of the original ULASS members.

Voncille Attebery Winter PhD Memorial Scholarship
This scholarship was established June 21, 2010, in memory of Voncille Attebery Winter, Ph.D., by her sister Ms. Edna Ward. This scholarship will be awarded to a current RSC Library Technical Assistant, Secondary Education, or Pre-Education major.
W.P. "Bill" and Rubye Atkinson Scholarship
W.P. "Bill" Atkinson was one of the largest home builders in the state of Oklahoma and in 1942, built a city to support Tinker Air Force Base. As the founder of Midwest City, W.P. "Bill" and his wife Rubye were instrumental in building a vibrant community to promote family living. The Atkinson's have established an endowed scholarship to support Rose State College students who are fulfilling their dream of higher education. Recipients of this scholarship will also be required to participate in the Rose State College Leadership Program. As a President's Leadership Class (PLC) Scholar, you will be invited to participate in activities throughout the year.
